Start-up Visa Intake Gate
IRCC has paused new Start-up Visa commitment certificates from January 1, 2026. Applicants with a valid 2025 commitment certificate must submit by 2026-06-30. Designated-organization evidence still matters: venture-capital commitments start at CA$200,000, while angel commitments start at CA$75,000.
Paused Intake Gate
Start-up Visa is no longer a normal open intake route. IRCC stopped accepting new commitment certificates after 2025-12-31, and the current pack treats the remaining lane as valid 2025 commitment-certificate holders who file by 2026-06-30.
Qualifying Business Control
A founder cannot be purely symbolic. IRCC's qualifying-business rule requires each applicant to hold at least 10% of voting rights, while applicants plus the designated organization must together hold more than 50%. If approved, the business must be incorporated in Canada, actively managed from inside Canada, and keep an essential part of operations in Canada.
Team & Essential-Person Risk
SUV can cover a team of up to 5 owners, but team structure creates shared risk. The designated organization can mark a founder as essential on the commitment certificate and letter of support; if that essential person's application is refused, all related applicants are refused.
Designated-Organization Mechanics
The commitment certificate is sent to IRCC by the designated organization, while each team member receives a letter of support for their own PR filing. The current pack also tracks IRCC's cap of 10 complete group applications per designated organization, so sponsor choice and timing can matter even before federal review.
Work-Permit Closure
The old optional SUV work-permit bridge is also effectively closed for new applicants. IRCC stopped accepting new SUV work-permit applications on 2025-12-19, with the remaining relief focused on people already in Canada extending an existing SUV-specific work permit while PR is processed.
